Are Ottawa Heat Pumps Energy-Efficient?

Rebates With the Home Renovation Savings Program

Ontario homeowners can take advantage of the new Home Renovation Savings Program (HRS) launched on January 28, 2025.

The program is spearheaded by Enbridge Gas and the Independent Electricity System Operator (IESO), with support from the Ontario government.

Among other energy-efficient upgrades, the HRS program offers rebates for eligible cold-climate air-source and ground-source heat pumps. However, the exact rebate amount you qualify for depends on your home’s current primary heating source:

Natural gas homes (Enbridge Gas customers):

  • Air source: $500/ton, up to $2,000
  • Ground source: $3,000

Electric, oil, propane, or wood homes:

  • Air source: $1,250/ton, up to $7,500
  • Ground source: $2,000/ton, up to $12,000

Rental heat pumps (all heating sources):

  • Air source: $500/ton, up to $2,000
  • Ground source: $3,000

Before you get your new heat pump installed, you must be on Natural Resources Canada’s qualified products list, and an HRS-registered contractor must complete the installation.

How Do Home Heat Pumps Work In Ottawa?

A truly unique dual heating and cooling option, new heat pump systems are often the perfect HVAC system for Ottawa homeowners.

Heat pumps do not rely on (or burn) fuel to generate heat. Instead, air source heat pumps evaporate and condense the refrigerant and, through this process, the system transfers heat from one place to another. When a heat pump is in heating mode, it absorbs heat (in the form of thermal energy) from the outdoor air and moves it inside to warm your home. Then, during Ottawa’s hottest months, the process is reversed, and the heat pump works as a cooling system or air conditioner.

You may have also heard of heat pumps that extract heat from other sources. A geothermal heat pump (or ground source heat pump) pulls energy from the soil, and a water source heat pump draws leverages heat energy from groundwater. Neither system is common in Ottawa.
